The minister of Justice and Constitutional Development, Mmamoloko Kubayi, says the calibre of candidates is a big factor responsible for the large number of vacancies in the judiciary.
The department appeared before Parliament’s portfolio committee on Justice and Constitutional Development, briefing them on the annual report of the Office of the Chief Justice.
Among others, issues of security at the courts were raised sharply by MPs.
